Subject: Position on Recognition of a Palestinian State
Importance: High

Dear Minister Burke,

I am writing to you regarding the ongoing debate surrounding recognition of a Palestinian state by the Australian Government. My concern is that recognition, in its current form, would not reflect the on-the-ground realities or the facts as they stand today.

The core facts are clear:

  • There is no fully sovereign state called Palestine. While a Palestinian state was declared in 1988 and has been recognised by over 130 countries, it has no defined borders, no unified government, and no control over its airspace, coastline, or external borders.
  • The Gaza Strip is governed internally by Hamas, a militant organisation that continues to attack Israel and openly rejects its right to exist. As long as Hamas remains in control of Gaza and pursues armed conflict, a peaceful and unified Palestinian state will remain impossible.
  • The West Bank is administered in part by the Palestinian Authority under Israeli military control.
  • Israel remains the only functioning, internationally recognised state in the region, with defined borders (subject to dispute), a central government, and full sovereign powers.

It is important to acknowledge that recognising a Palestinian state under these conditions risks legitimising a fractured, non-sovereign entity, which could further entrench division rather than encourage a workable, long-term peace.

My own position is that permanent division between the peoples of Israel and Palestine will only prolong and deepen the conflict. I believe a more viable solution is a unified, secular state where all citizens—regardless of ethnicity or religion—share equal rights, representation, and security under one government. This would require immense political courage, but it would offer the only realistic path to lasting peace.

I urge the Government to consider the facts of the current situation before taking a position on Palestinian statehood, and to focus on solutions that address the underlying divisions rather than reinforce them.

Yours sincerely,

Ron Ruys
